To qualify for a three-year substitute permit, the State of Wisconsin requires that individuals who do not hold a degree or certification in education complete a state-approved course. If an applicant has previously been fingerprinted for the Wisconsin DPI, a new fingerprint clearance will be required if the previous one is over twelve months old.
